Claim Your CAP Checks — and a Request for Help from Leopoldo Cisneros of Taguig to Collect Hard-Earned P22,000 from College Assurance Plan (CAP)

I just finished talking to Mr. Leopoldo Cisneros to ask explicit permission to publicize his CAP experience here. Early yesterday morning, I received this email message from Leopoldo, a father who has had problems collecting educational plan benefits from CAP.  This is what he said:
ako po si leopoldo cisneros, may problema po ako s CAP kc panay po ang pangako sakin., kc po bngay ko na po un mga inabonuhan kung tuition fee s anak ko na 3yrs na abono, puro lng pangako..gus2 ko po sanang magpatulong kung panu magreklamo..iwi2draw ko na po lahat ang pera s cap. ang anak ko ay c .. anu po ba ang mga kaylangan ko gawin i2 po un certificate of fullpayment number ... maramingsalamat po.. sana matulungan nyo po ako..
With Legacy, Prudentialife, Permanent Plans and other troubled pre-need companies hogging the headlines today, it is easy to forget that before all of these, there was College Assurance Plan or CAP. 

In order to help Poldo, I had to know more about the status of CAP.  A Google search led me to several sites, one of which is the CAP website itself.  This is a screenshot of its website's home page:


I was pleasantly surprised to read this line:

List of CAP Planholders with Unclaimed Checks

When I followed the link, List of CAP Planholders with Unclaimed Checks, it appears to be true that there are indeed unclaimed checks of CAP planholders. If you're one of those whose name is on the list and haven't collected your check,  what are you waiting for? 

Unfortunately, there is no Cisneros in the list.  After posting this, I will call up the SEC to get a better idea how Leopoldo Cisneros can collect his P22,000.00.    

Louie, Poldo's son and the beneficiary of the CAP educational plan is now in his graduating year at a college in Northern Samar. Meanwhile, Poldo has collected NOT a single centavo from his investment.  He told me that he paid for the plan for a period of five (5) years through salary deductions while he was still working for a construction company years ago when Louie was still a very young boy. To some, P22,000 may not seem like much but for Poldo, this is hard-earned money that his family can use right now.

  1. (May 20, 2009) I just browsed CAP's website, there is this claimants' list but my sister's name is not included. My deceased uncle paid for her educational plan and completed the payments, we have all the receipts. how can we make a claim for it? are they still active?

  2. If your sister's name is not in the list, it's because she has not filed a claim. However, my understanding is that even if you file a claim now, it will take a long time before any check is issued and the amounts will not be as big as you expect. This is a simplistic answer; I'll try to provide a better answer in my next post.

    The CAP story is really very sad. The more I learn about it, the more the neglect of the Filipino consuming public becomes more obvious. I've heard of CAP issued checks amounting to as low as four hundred pesos (P400). Hinintay mo nang napakatagal pero ganun lang kaliit ang matatanggap mo.

    I will do another post on CAP and this early, let's turn the pre-need industry fiasco and its solution into a campaign issue.

    Let's not support anybody, especially those who will run for president in 2010, who will not do something about the pre-need industry problem NOW ... as in NGAYON NA!

    Kapag sinabi nilang meron silang gagawin, DAPAT GAWIN NA NILA NGAYON! HINDI SA 2010! Kung di nila kaya, 'wag na silang tumakbo!

    And please, if you agree with what I'm saying, kindly say so in your comments. It will encourage all of us that people really want change in this country, NOW!

    Hindi po natin kailangang hintayin ang eleksyon sa 2010 para magkaroon ng pagbabago. Ngayon pong 2009 dapat magkaroon na ng pagbabago!

    Ang pagkaintindi ko po ay may investigation ang Congress sa isyu ng pre-need na pinangungunahan ni Congressman Roilo Golez. Sa tingin ko po ay dapat ding imbestigahan ito ng Senado sa pangunguna ni Senator Mar Roxas na nag-iimbestiga ngayon sa Legacy upang mapabilis ang proseso at lumaki-laki ang bayad sa mga planholders.

    Napakaaga pa po para pumili ng kandidato ngayon. Hayaan muna natin silang magtrabaho.

    Kung sino man po ang manguna sa pagbabagong 'yan at magpakita ng malasakit at katapatan sa ating maliliit na mamamayan, sila yung pwede nating bigyan ng tiwala at suporta sa 2010!

    Hindi po pwede yung papadyak tayo nang paikot-ikot lang! Kailangang sa pagpadyak na 'yan ay may marating tayong katinuan at makabuluhang pagbabago!

  3. Hi!I'd like to post a comment also regarding CAP way of paying there subscriber, specially those who withdrew the subscription kesa sa mauwi talaga sa wala na. I finished my 5 year contribution last Year 2000. 2006, My son was only 8 years old that time so i decided to withdrew orelse tuluyang mawala ang pinaghirapan ko. 60% na lang ng total contribution ko ang matatanggap ko daw kasi yon ang policy nila, so okay pa rin ako kesa sa wala na talaga. Today, May 2009 na tayo, wala pa rin ang cheke na na isyu na daw nila last Sept. 26, 2007. I always check sa unclaimed cheques, e wala talaga... anong klaseng systema ng CAP ito? Disappointed talaga ako kasi di pa sigurado kung maka pag college pa anak ko...60% na nga lang ibabalik, parang imposible pa. Buhay talaga, mahirap ka na nga, lalo pang pinapahirapan pa.   4. Salamat po sa comment ninyo. Pasensiya na po at ngayon ko lang napansin.

    Talaga pong lubhang nakakalungkot ang sitwasyon ng mga nagpakahirap magbayad sa CAP at ngayon ay mukhang naghihintay sa wala. Pero 'wag po tayong mawalan ng pag-asa. May awa po ang Panginoon.

    Last Friday po, May 29, ay nakadalo po ako sa Senate hearing tungkol sa pre-need industry na pinangunahan ni Senator Mar Roxas. Natalakay po doon ang mga usapin ng Legacy, Platinum at CAP.

    Pakihiintay lang po ang panibagong post ko within the next 2 days sa isyung ito.

    Ang nakikita ko pong susi sa muling pag-usad ng usapin ng CAP ay ang sama-samang pagkilos ng mga apektadong planholders — pagtawag, pag-email o pagsulat sa opisina ng mga Senador at Kongresista, sa SEC, kay Mrs. Arroyo, sa media, atbp. Ang pagdarasal po para sa milagro ay 'wag nating kalilimutan.

    Sa susunod ko pong post ay iko-quote ko ang mga sinabi ninyo upang maipaabot po ito kay Senador Roxas at iba pang senador na kasama niya sa komiteng nag-iimbestiga sa pre-need industry. Ito ay para mas magpursige sila sa pagkilos at pagtulong sa atin.

    Samantalahin po natin ang pagkakataong ito kung saan ang mga tatakbo sa 2010 ay aktibo sa pagkilos. May pag-asa po tayong marinig nila kung tayo'y nagsasalita; wala po silang maririnig kung tatahimik lang tayo.

    Samahan po natin ng panalangin sa Panginoon at natitiyak ko pong may mangyayaring maganda.

  5. cno po ang iboboto natin? biktima rin po ako ng cap talong educational plan ang tapos ko ng bayaran pero hindi ko nagagamit. hindi ko pa sila hinahabol kasi alam ko na imposible pa sa ngayon.malapit n po ang eleksyon.cno po b ang tunay na kandidatong nagmamalasakit sa mga cap victims? pakiupdate lang po at saka kung ano na po b tlga ang balita sa cap?

  6. hello po meron po akong napaka bad experience about cap today... all of the numbers that im calling just hang me up this are the numbers for your info....7592153. 8154960, 8109161... gusto ko po sanang mag follow up about dun sa pina terminate namin na college plan noong oct 26, 2005... until now po wala pa kaming makuha sagot kasi di po sila sumasagotat hinahang lang nila un tawag ko di sila nagsasalita hangang sa lumaki na bill ko....please po pakitulungan po sana ako....

    paki update naman po yung mga mag claim ng checks at kung pwede ng i-withdraw kung meron na pong pondo sa banko malayo po pa po kami sa lugar d2 sa makati kaya nais po namin malaman baka yan po ay noong pang 2011 na check na di pa na withdraw ng may-ari.

Nakakaawa naman ung mga nagpepension sa CAP lalo na ang educational plan, ung mister ko hindi man lang ginamit ung educational plan nya sa CAP dahil naging scholar ng DOST, 7years na isang beses pa lang namin nakukuha ung claim check nya, laging sagot ng CAP "hindi lang naman kayo ung kumukuha ng claim." Ang sarap sanang sagutin at murahin ung kausap namin sa CAP. Unang una, hindi nga namin nagamit bakit kami nagpapakahirap kunin ung buong pera, dapat nga ibigay sa amin ng buo kc hindi nga nagamit, inimpok namin un. Palibhasa ginamit ng mga namumuno sa CAP ung pera namin. Maawa nman kayo ibigay nyo ng buo na at wag ung papartial partial. Kapal ng face nyo, kaya sa mga taong my balak ng kumuha ng educational plan sa anak nila wag na lang sa CAP mag impok na lang kayo sa bangko ung mga matatag, like BDO, Metrobank or Landbank. Kasi pag ung anak nyo naging scholar aabutin kayo ng 10yrs or more than a year bago nila ibalik ng CAP ung pera nyo na hindi nagamit dahil gagastusin muna nila.
    AT MAY KAKILALA AKO SA INSURANCE COMMISSION, Dahil taga INSURANCE Ako sabi ng KAKILALA KO, WALA DAW PERA ANG CAP KAYA HINDI NILA NABABAYARAN UNG MGA NAGPEPENSION. KAYA UNG MGA GINAGAMIT NILANG PERA UN UNG MGA NILOLOKO NILA NGAYON AT NAGBABAYAD SA KANILA NGAYON RECYCLE LANG BA.

  9. I'm having a problem with the CAP's list of unclaimed checks. I could view the page
    http://cap.com.ph/education/Approved%20RRP%20-%20Schedule.htm

    and it says: "Click on the location where you filed your documents for your claim."

    But I can't click the places or locations. It was in a hyperlink-like form but when you pointed you mouse on it nothing would happen. even if you'll double-click it, it will only highlight the word.but it won't show you any list!
    what's the problem with this??
    I'm from Cebu, by the way.

  10. Ms. Sherlyn, I have the same problem with yours, I think they intentionally delete the list so no one could see the list of persons with unclaimed checks..tsk..tsk..they were all BLUFF!

  11. why i cant browse the website of cap unclaimed checks ? wala na po ba silang website kung saan makikita ang mga unclaimed checks ? kasi dati pnuntahan ko yang main office nila and ang nakakainis , nagbigay sila ng out of coverage na contact number . nakapagtapos na lahat ang anak ko sa college ni wala man lang kaming natanggap ni piso sa cap .. haaay

  12. Same here. Patapos na ko ng college. Sayang naman ung binayaran ng mga magulang ko. Di ko rin maclick ung link na binigay nila. Pati contact nos wala. May alam pa po ba kayong ibang sites? At kung open pa rin ba ung main office nila makati? Im planning to go there this week.

  16. nanawagan ako kay President PNOY, sanay matulungan mo po kaming mga biktima ng CAP, pinaghirapan po namin ang perang pinambayad namin buwan buwan, tapos ganito lang ang maasahan namin WALA.... President NOY sanay matulungan mo po kaming mahihirap na umaasa lang sa CAP para makatapos lang na mag-aral ang mga anak namin..... nakikiusap po kami...........

  18. buti pa ang bunso kong kapatid, siya lang ang nanginabang sa kanyang educational plan. kinuhanan kse xa ng parents namin sa philamlife. kmi nung isa kong kapatid kinuhanan sa cap at pareho kmi walang napala. nakapagtapos na ako wala man lang kahit piso galing sa cap. yung cnasabi kong kapatid ko graduating n xa at sabi ng philam me mtatanggap pa daw xang more or less 180K after two years pagmature nung plan.
