Hayden Kho - Katrina Halili Video Scandal — The NBI Explains How to Trace Uploads on the Internet

27 May 2009

In this report by Michael Fajatin of Saksi, Atty. Palmer Mallari of the NBI's Anti-Fraud and Computer Crimes Division, explains how to trace the identity of persons who upload files over the Internet.  The process involves tracking down IP addresses and determining the identity of the person who has subscribed to an ISP account:

While it's true that the IP addresses of uploaders can be tracked, it is of limited use if the upload was done in a public Internet cafe where the identities of users who rent computer time is not usually listed.  The most that can be done here is to ask the Internet cafe operator to identify certain people who may have availed of their facilities during certain dates and times in question when the sex videos were uploaded.

If the person who did the uploading of the Hayden Kho sex videos took basic precautions to make it difficult for probers to determine his identity, investigators will have to be forced to rely on witness testimonies, such as those apparently obtained already by OMB Chairman Edu Manzano and Senator Jamby Madrigal, to uncover the perpetrator.
