The Ombudsman has recommended the filing of graft charges against former Comelec Chairman Benjamin Abalos and former NEDA Chief Romulo Neri for their involvement in the NBN-ZTE scandal.

Abalos insisted that he is innocent of the charges against him while reports say that Neri is still abroad and has not had the chance to read a copy of the Ombudsman's decision.
