The Comelec and the Smartmatic-TIM consortium finally signed the P7.2B poll automation contract at around 5pm today. The signing of the 25-page document was delayed for about three hours because of what Comelec Special Bids and Awards Committee Chairman Ferdinand Rafanan called "typographical errors."
